About

This project aims to improve monitoring and assessment of water quality in the San Joaquin basin, by establishing a framework of shared objectives and activities, and identifying ways to provide for improved coordination, management, and funding. The anticipated project outcome is a San Joaquin Basin Water Quality Monitoring and Assessment Strategy, developed through a participatory process involving state and federal agencies, the regulated community, technical experts, water resources managers, and policy decision-makers.

The project is technically directed and staffed by the San Francisco Estuary Institute (SFEI), with funding and participation from the U.S. Environmental Protection Agency (EPA), and in consultation with the Central Valley Regional Water Quality Control Board and other agencies. The Great Valley Center participates in meeting facilitation, stakeholder outreach, and project coordination.

The project builds on previous efforts to develop a Comprehensive Monitoring, Assessment, and Research Program (CMARP) for Water Quality in the San Joaquin Basin.

Project Goals

Develop a strategy for improved water quality monitoring and assessment in the San Joaquin basin. The strategy will identify:

  • Key monitoring gaps, research needs and options for addressing these gaps;
  • Recommendations on ways to leverage current monitoring and assessment efforts. Emphasis will be placed on improving coordination, use of existing programs and resources, and building an effective public-private partnership; and
  • Potential policy and legislative constraints as well as long-term funding opportunities

Initiate a public-private partnership to produce comprehensive water quality information needed for effective environmental management.

Develop and maintain an interactive directory of current monitoring efforts in the San Joaquin basin to facilitate monitoring coordination and integration.
